The United States Department of Energy (DOE) through the National Renewable Energy Laboratory (NREL) implemented the Wind Partnership for Advanced Component Technologies (WindPACT) program. As part of the WindPACT program, Global Energy Concepts, LLC (GEC), was awarded contract number YAM-0-30203-01 to examine Technical Area 1-Blade Scaling, Technical Area 2-Turbine Rotor and Blade Logistics, and Technical Area 3-Self-Erecting Towers.
