It offers an inappropriate jurisdictional control for many issues, such as global warming or foreign policy, which will be a source of frustration for many advocates. And it could even result in increases in pollution. It would be preferable for federal and state laws to be set and designed efficiently affecting all sectors of the economy. Nonetheless, application and investment of the concept of social costing of electricity can lead to more efficient electricity generation choices. While the piecemeal problem is potentially significant, so are the benefits of social costing.
