We have divided this description of our plans for the Laboratory program into seven parts. The first five sections describe the ongoing technical work and the broad range of physics opportunities available at Fermilab. These are organized into: our plans for the accelerator complex; our plans for facilities for performing experiments; the program of experiments we presently foresee; our plans for involvement with the LHC; and our plans for R & D towards a future facility which recaptures the energy frontier.
