Each facility safety document is unique and fulfills a separate purpose; however, there are
chapters or sections in each that contain the same types of information. Table 1 is a cross-
reference that shows how information addressed in the 17 SAR chapters recommended by
DOE-STD-3009-94 are addressed in other safety documents. These common areas could be
linked together using the PDF software. This would create an opportunity for others to easily use
information that has already been developed when preparing new facility safety documents and
would help ensure consistency between documents.
4. LMITCO's Initiative to Standardize Information and Methodologies
In 1997, LMITCO initiated a compliance reengineering initiative to standardize, where possible,
information and methodologies in nonreactor nuclear SARs prepared in the format recommended
by DOE-STD-3009-94. In 1998, the scope of this initiative was expanded to include the
standardization of information and methodologies for environmental compliance documents.
These two standardization initiatives are discussed in the following paragraphs.
4.1 Standardization of SAR Information and Methodologies
The goal of this initiative is to develop one set of standardized SAR chapters and methodologies
that would be reviewed and approved by DOE-ID for use by most all nonreactor nuclear
facilities operated by LMITCO with little or no modification.
4.1.1 Standardized Information
The first step in achieving the goal was to use the SAR chapter content guidance in
DOE -STD-3009-94 to identify chapters or large portions of chapters that, for the most part,
describe company rather than facility level programs. Seven chapters were not selected because
they rely heavily on facility specific information or the results of facility specific hazard and
accident analyses. The following 11 chapters or portions of chapters were selected for
standardization:

" Chapter 8-Hazardous Material Protection
" Chapter 10-Initial Testing, In-Service Surveillance, and Maintenance
" Chapter 11-Operational Safety
" Chapter 12-Procedures and Training
" Chapter 13-Human Factors
" Chapter 14-Quality Assurance
" Chapter 15-Emergency Preparedness
" Chapter 16-Provisions for Decontamination and Decommissioning
" Chapter 17-Management, Organization, and Institutional Safety Provisions.
