The cost of bringing DOE into compliance with the Federal Facilities Compliance Act may be dramatically reduced if the private sector treats DOE mixed low level waste. If the DOE clearly defines this market by using national procurement contracts, the private sector will be able to decide if investing in DOE waste treatment contracts is good business. DOE can structure the mixed waste treatment market to influence the profitability of the contracts and to influence the quality of private sector responses.
