A.1 PROCEDURES SUPPORTING DETERMINATION
IDENTIFICATION AND HANDING OFRADIOACTIVE (MIED) AND/OR NONRADIOACTIVE
HAZARDOUS WASTE (W'-AP-3009) (Rev. 0, 6-11-91)
This procedure establishes requirements and responsibilities for the identification and handling of
radioactive or nonradioactive hazardous waste. It refers to WM-AP-3003 (Establishing Satellite Areas for
Storage of Hazardous or Mixed Waste), WM-AP-3001 (Establishing Staging Areas for 90 Day Storage of
Hazardous/Mixed Waste), WM-AP-3013 (Drum Identification and Management), 241-FH-811 (Sampling
and Sample Tracking), and 138-9FGH-190 (Hazardous Waste Staging Areas Inspection) as well as other
Federal, State, and SRS requirements, procedures, and guidelines.
The procedure gives guidance for identification and handling of liquid and solid hazardous waste
and dictates procedure monitoring requirements. It also provides appendices and attachments outlining
the various criteria for hazardous waste. The Handling section includes the following, regarding
shipments from generator to WM: "... Health Protection shall survey each package for alpha, beta-gamma
and tritium before shipment."
Other responsibilities discussed in the procedure are ".. . WM Facility Ops Chem Coordinator shall
assist facility (generator) in identification and disposition of waste, coordinate sampling of unknown waste
in accordance with 241-FH-811, prepare waste characterization and shipping documentation before
shipment"
Some identification requirements of this procedure are:
"... If necessary, the Ops Chem Coordinator shall coordinate the sampling process in accordance
with 241-FH-811..."
"... process knowledge shall be used to characterize waste if knowledge of the process is accurately
documented"
"... analytical methods of characterization shall be used if waste composition is unknown."
Requirements in this procedure for handling hazardous waste include:
"... if waste has been identified as hazardous or mixed or has the potential of being hazardous or
mixed, it must be stored in a satellite area in accordance with WM-AP-3003, or in a staging area in
accordance with procedure WM-AP-3011."
"The generator shall meet the following requirements before shipment to Hazardous/Mixed Waste
Storage Buildings: . . . Complete the Hazardous Waste Storage/Disposal Record (OSR 29-3) or the
Mixed Waste Storage Record (OSR-29-15). Required information .. .radiological constituent(s) and
respective amounts at time of generation, .. laboratory analysis, if available."A-3
