At the business meeting of the Division in
Atlantic City, those present passed a resolution
extending the two-year terms of present Councillors
to three-year terms, in order to conform
with the recent revision in the ACS Ey-Laws which
has changed the terms of Division Councillors from
two to three years. A permanent change will be
made in the Division's By-Laws shortly, as part
of a study currently being made by the Committee
on. Revision of the By-Laws, under the chairmanship
of Robert S. Casey.
Those whose terms are affected by this emergency
measure are the present Chairman, Julian F. Smith,
who has already served as Councillor for 'two years
and who thus will serve an additional year, and
the present Chairman-Elect, Robert S. Casey, who'
has served one year (1952) and thus will serve two
more years (1953 and 1954). Future councillors, as
mentioned, will be selected in accordance with
the terms of the revised By-Laws.
As an additional emergency measure, the Executive
Committee authorized the present Chairman,
Julian F. Smith, to appoint two alternate councillors,
thereby vesting in the chairman the committee's
voting rights for election of these alternate
councillors for the immediate present only,
until the By-Laws can be amended by proper
