Programs are currently being planned for the 1959
meetings of the Division. The Spring meeting in
Boston will feature a symposium on the language problem
in chemical literature. Although the chairman for
this symposium has not yet been selected, authors
interested in submitting papers may send abstracts or
complete manuscripts to the Chairman of the Program
Oomrittee for 1959, Charles Zerwekh, Jr., Humble Oil
and Refining Company, Baytown, Texas.
Future programs for the Division tentatively include
symposia on training chemists for the literature with
special emphasis on chemical engineering, preparation
of manuals and data books, chemical literature and the
electronic industry, and a clinic on manual and machine
information systems that have failed or disappointed
the users.
The Program Committee for 1959 is also interested
in receiving papers for presentation before the general
sessions of the Division for both the Spring (Boston)
and Fall (Atlantic City) meetings. An outline or
abstract of proposed general papers should be sent to
Charles Zerwekh, Jr., Chairman of the Program Committee
for 1959. These papers must be reviewed before they
can be accepted for scheduling for aparticular meeting.
The Program Conmiittee will welcome any suggestions,
comments, and criticisms on programs, symposia, or
general papers.ENGLISH-LANGUAGE ACCESS TO
RUSSIAN TECHNICAL INFORMATION

Making Pussian technical information available to
industry and science is currently being undertaken
by a few Government agencies, several translating
firms, and a number of scientific and industrial
societies. In addition, for Government-agency use,
several Government agencies have for some time been
engaging in rapid acquisition, abstracting, and
translating programs. There is general agreement
that Russian technical publications merit the increased
attention they are receiving.
The National Science Foundation (NSF), as part of
its basic scientific program, is underwriting the
cover-to-cover translation of 16 Russian scientific
journals. These journals have been recommended for
translating and are published under the auspices of
specific scientific societies; translating is usually
done by industrial firms, with editorial review by
the societies. The National Institutes of Health
sponsor similar cover-to-cover translations of 20

The Office of Technical Services (OTS) of the
Department of Commerce is awaiting Congressional
grant of funds to establish a Foreign Technical
Information Center which would publish abstracts
(50,000/year) of Russian technical material that are
already being prepared by and for Government agencies;
to coordinate and to make available translations being
prepared for Government agencies; handle orders for
additional translations; to provide subject bibliographies
of pertinent Russian publications; and to underwrite
cover-to-cover translations of important technological
Russian journals. Some of these activities
would be coordinated with the Special Library Association'
s Translation Center at Jolm Crerar Library in
Chicago, where 10% of the translations already on
file (available on order) are of Russian references.PIZ W
