2 Section II Summer 1958~~~~~~~~~~- -
Explanation: The Executive Committee feels
that an Associate should be allowed to work for
the Division by serving on committees. The
proposed revision removes the present restriction
in this regard.
Bylaw II, Section 4 (new)
Add this section, stating: "A member may resign
from the Division by submitting his resignation,
in writing, to the Treasurer."
Explanation: The bylaws do not give a procedure
for resigning from the Division. The suggested
revision provides this information.
Bylaw III, Sections 3 and 4
Combine into a single section. Change the
period at the end of the present Section 3 to a
comma, insert "except that" and add the statement
under the present Section 4 as part of
Explanation: Section 3 states that dues for
Associates shall be at least $2. 00 per year,
while Section 4 states that students may become
Associates on payment of dues of $1. 00 per
year. The proposed revision eliminates this
contradiction without changing the intent.
Bylaw IV, Section 1
Add, at bottom of the list of officers: "Division
Alternate Councilors (whatever number is pernitted
to the Division by the Society). "
Explanation: This change would make the status
of Alternate Councilors equal to that of Councilors,
which the Executive Committee feels
should be the case.
Bylaw IV, Section 1 (2nd change)
Delete the last sentence.
Explanation: The Executive Committee feels
that the Division is too large to have the offices
of Secretary and Treasurer held by a single
Bylaw IV, Section 2(b)
Add, after changing the period at the end of the
sentence to a semicolon: "to assemble and present
to the Executive Committee at its fall
meeting a budget for the Division for the ensuing
year; and to serve as chairman of the Program
Explanation: At the Spring 1957 meeting, the
Executive Committee approved the preparation
of a budget to aid in handling the Division's
finances. One advantage is that committee
chairmen and officers may make expenditures
within their approved annual budgets without
recourse to the Division Chairman or Executive
Committee. The Executive Committee feels
that the Chairman-Elect is the proper person
to prepare this budget.
In regard to chairmanship of the Program Committee,
the Executive Committee believes that
the Chairman-Elect should have more duties
and responsibilities than at present. Assigning
the job of Program Committee chairman to him
would help fill this objective and also would give
this person a challenging opportunity to arrange
programs to his liking for the year when he will
be Chairman of the Division.
Bylaw IV, Section 2(f)
Revise the second sentence to read as follows:
"He shall collect dues and assessments and
shall make all disbursements, subject to approval
by the Executive Committee. Officers and
committee chairmen may authorize disbursements
within their respective approved annual
budgets. The Treasurer shall carry out all the
other duties usually associated with that office
and outlined in the Constitution and Bylaws of
the Society. "
Explanation: One of the reasons that the Executive
Committee approved, at its Spring 1957
meeting, the preparation and adoption of a budget
was to simplify procedure. The Executive
Committee could thereby maintain control of
finances but officers and committee chairmen
could make expenditures within their approved
budgets on their own initiatives. The proposed
revision implements this wish of the Executive
Bylaw IV, Section 3(a)
Change the second line to: "on the first day of
the October following their election, except that
Councilors and Alternate Councilors shall begin
their terms on the first day of the January following
their election, and shall. . . "
Explanation: Persons who have served in various
offices in the Division think that a better
