MESSAGE FROM THE CHAIRMAN
1979 is rushing toward us at, seemingly, an accelerated pace. And, at a like pace, my term as Division Chairman
is rushing to a conclusion. In January 1978, the long twelve months ahead seemed ample time for some
significant accomplishments. Now the short months have flown, evaporated, and no miracles have been
wrought! But with your hard work and strong support some things have been achieved-a strengthened Program
Committee organization; mechanisms for closer cooperation between the program planning group and the Long
Range Planning and the Liason Committees; revised Bylaws which will, among other things, permit affiliation
with AFIPS and other technical organizations; an updated Membership brochure and application form; a revised
and updated Procedures Manual (in progress); an expanded Chemical Information Bulletin; an increased
membership (we have now passed-barely-the 1000 mark); representation on the ChemTech editorial advisory
board; and joint programs during the year with at least five other Society Divisions, three for the first time. But
these things only form groundwork for our real goals-richer, more significant programs, increased interaction
with other Society Divisions, and, above all, greater membership involvement.
Three very important avenues through which each of us can contribute to this last goal are now or soon will be
1. The about-to-be-launched membership needs survey,
2. The annual call for nominations for the offices of Chairman-elect, Secretary, Councilor and Alternate
3. The annual plea for volunteers for Committee service, either as chairmen or members.
A frank and considered response to the survey should furnish guidelines for our Division's growth, not merely
in size, but, more importantly, in professional development for each of its members. And your generous response
to the plea for personnel-either for elected office or committee service-should provide the people you deem
best qualified to implement this growth. (Don't let false modesty prevent you from submitting your own name!)
It has been truly a privilege and a treasured honor to have had the opportunity to serve as Division Chairman
and to experience, first-hand, the unstinting support and cooperation of Division, Society and Society Staff
members. My warmest thanks to each of you!

Bylaw I: Addition of Section 3
The Division may affiliate with the American Federation of Information
Processing Societies (AFIPS), and with other Technical
Organizations, subject to the Bylaws of the Society.
Bylaw IV: Change of reporting dates
The Secretary shall handle Division correspondence, keep a
record of the proceedings of the Division and of the Executive
Committee, send or cause to be sent to Members and Affiliates
such notices and other literature as the business of the Division
may require, and carry out all the other duties usually associated
with that office and outlined in the Constitution and Bylaws of
the Society. The Secretary shall submit an annual report to the
Society and to the Division of March 15.

The Treasurer shall have charge of the funds of the Division,
collect dues and assessments, and, subject to the approval of
the Executive Committee, make all disbursements. Officers and
committee chairmen may authorize disbursements within their
respective approved annual budgets. The Treasurer shall carry
out all the other duties usually associated with that office and
outlined in the Constitution and Bylaws of the Society. The
Treasurer shall submit an annual report to the Society and to the
Division by March 15.
Bylaw V: Establish Awards Committee
The Chairman shall appoint all Committees and Committee
Chairmen. Inter alia, there shall be a Nominating Committee, a Program
Committee, a Membership Committee, and an Award Committee.
