The Executive Committee meeting was called to
order by the Chairman, Arleen N. Somerville, at 1:35

1. Chairman's Report. Arleen Somerville announced
that CINF had received the award for
outstanding performance of an intermediatesize
ACS division for 1987. The award was presented
to the 1987 officers at the Divisional Officers
Group dinner on Saturday, September 24.
Among the reasons cited for the award were:
* sponsorship of the 1987 international conference
in the Netherlands
* participation in 4 ACS regional meetings
* cooperative arrangements with many other
ACS groups
* publication of a new symposium series book
* active membership program
* sound financial basis
* outstanding annual report
Arleen pointed out that CINF also won this
award for 1982. The Committee thanked the
1987 officers for their contributions.
2. ACS Electronic Mail. John A. Hearty and Barbara
F. Polansky, ACS staff, made a presentation
on the new ACS electronic mail system.
The system, which is designed as both an electronic
communications and information system,
has four divisions currently participating: Polymer
Chemistry, CINF, Chemical Education, and
Rubber.
They proposed a three-phase approach toward
full CINF participation: Phase I: set up, feedback,
and development; Phase II: addition of
features such as a bulletin board for the Executive
Committee, a news feature, online newsletter, listing of symposia, etc.; Phase III: Opening
of the system to all CINF members who
could establish their own individual bulletin
boards. Costs were presented in terms of usage
(both for Telenet and ACS), storage, and billing
options. The Committee agreed to continue Division
participation in stages. The first stage of
involving Division Officers and Chairmen/Liaison
Representatives just began the week of
September 21 and will continue for a while
before moving to the next stage.
3. Miscellaneous. The CINF functionaries dutchtreat
dinner will be held Tuesday night at the
Duplex Restaurant. The speaker at the CINF
luncheon on Tuesday will be Rudolph J. Marcus
to be honored for his contributions to the
ACS Computer Secretariat.
4. Planning Meeting Report. Carlos Bowman reported
on the decisions reached in the planning
meeting for 1989 held on Saturday, September
24. These included:
* focus on member benefits
* development of a formal procedure for committee
reporting
* a change in the timing of meetings at national
conferences so that committees meet
Sunday mornings before the Executive Committee
meeting Sunday afternoon.
* early identification of major objectives of
each committee to avoid overlap.
5. Secretary's Report. No comments were received
on the minutes of the Toronto Executive
Committee meeting, published in the Chemical
Information Bulletin (Volume 40, No. 2, Summer
1988).
6. Treasurer's Report. The report had not been received
at the time of the Executive Committee
meeting, and therefore was not discussed. In
a written report received after the meeting, Bettijoyce
B. Molino reported that for the period
May 1 through August 31, 1988, total receipts
were $5,911.82, while expenditures were
$2,978.28, giving a net income of $2,933.54. In
addition, contributions in the form of postage,
labor, and reproduction totalled about $1,200.
The total balance of all CINF accounts is
$60,159.67.
7. Audit Committee Report. Carol Haberman's report of July 18, 1988, stated that the CINF treasury
is sound and is managed accurately and
well. The new Treasurer is urged to explore
