The Executive Committee meeting was called to
order by the Chairman, Bonnie Lawlor, at 1:35 PM.
Present for all or part of the meeting were:

2. Chairman's Report.
Bonnie Lawlor summarized the results of the planning
meeting, attended by the elected officers and
several committee chairman, held the previous
day. The group determined that the CINF Mission
Statement is still effective and that the goal of the
Division is still to promote and maintain membership
and to promote the image of CINF and ACS.
The group decided that each committee should
have quantifiable objectives for the year and that
each chairman identify objectives for each member
of the committee. Committees are viewed as
the training ground for future leaders of the Division.
The group decided that there should be no
overlap among membership of committees that
meet at national meetings. This will eliminate
problems in scheduling committee meetings and
will ensure that committee members are not overburdened
with assignments. The following committees,
which do not meet at national meetings,
will be exempted from this requirement: Nominating,
Audit, Tellers, Constitution and Bylaws, Archivist,
and Procedures Manual. Current members of
committees will be grand-fathered for their term of
office. The Executive Committee concurred with

A. Status of E-Mail
John A. Hearty, ACS, briefed the Committee on the
status of the American Chemical Society electronic
communication network (ACS/ECOM). In place or under
development are the ACS meeting schedule, the
Directory of Graduate Research, a directory of bulletin
boards, a database of ACS/ECOM users, and employment
clips. The Executive Committee members
and committee chairman now have access to the system.
The minutes of the Spring 1989 Executive Committee
meeting were posted on the system. The Committee
decided that until problems with billing and
documentation have been resolved, usage of the system
will not be offered to the Division as a whole.
John Hearty, George Famini, and Ron Dueltgen will
develop an implementation plan, which will be presented
to the Executive Committee at the next national
meeting in Boston.
The minutes of the Spring 1989 Executive Committee
Meeting were accepted as published in the
Chemical Information Bulletin (Vol. 41, No. 2, Summer
1989). Ruthann Bates will post the minutes of
this meeting on the E-Mail System. She will also
post the functionaries list.
To increase the focus on membership, the group
recommends to the Executive Committee that the
chairman of the membership committee be an appointed
rather than an elected position. The position
would carry official membership on the Executive
Committee similar to the program committee
chairman. The position would be separate from the
assistant secretary. Because the only remaining duty
of the assistant secretary would be to run the
election, the group decided to eliminate the position
of assistant secretary and assign the election
duties to the secretary. To provide backup to the
secretary, it recommended that any past or current
Executive Committee member could be asked to
take minutes in the event the secretary could not
attend on Executive Committee meeting. It was further
recommended that the chairman elect act as
backup to the treasurer since the chairman elect
has the responsibility for preparing the budget for
the year of his or her term as Chairman. A motion
was made and approved that the membership committee
chairman be elevated to the Executive Committee
and be appointed, and that the position of
assistant secretary be eliminated. Bob Stobaugh
was requested to prepare the appropriate changes
to the bylaws for voting on the 1991 election ballot.
Committee chairs and liaisons were reminded that
they are required to submit three reports, one before
each national meeting and the final by mid-January.
The next planning meeting will be held at the
National Meeting in the Fall of 1990.
