ducators, like school boards, can be subjected to
pressure. activity activity on the part o educators toward
increasing the school revenue by means of further taxa-
tion usually brings quick reactions from those who are
opposed to such increases. here there is no tenure,
pressure can be brought to bear on schoolboards for dis-
missal; if the position is protected by tenure, the teacher
is free to work within the boundaries of what constitutes
good citizenship.
The eighth reason recoainded by the Association for
teachr tenure is:
To protect teacher in th e exercise of their
rights .nd duties as citizens17
Teachers have certain constitutional rights the same as
other citizens in a democracy. The Chairman of the Tenure
Com ittee says:
widespread reports have indicated that unjust
employment conditions have not infrequently en-
croached upon teachers' constitutional rights to
liberty of action and expression. The situation
may not be general; it may be limited to certain
areas or certain types and sizes of communities.
It does seem evident, however, that in some
localities, laws, both ritten and unwritten,
hamper the teachers' activities outside the
school as well as in the classroom. Many teachers
claim that the community makes unreasonable de-
mandQs on their time and energy aside from ful-
filmeunt of professional duties,18
