The Wireline Competition Bureau seeks comment on a petition filed on February 25, 2011, by
American Broadband & Telecommunications (American Broadband) for forbearance from the
requirement that eligible telecommunications carriers (ETCs) provide service, at least in part, over their
own facilities.' American Broadband seeks forbearance to enable it to be designated an ETC for purposes
of receiving universal service low-income support under the Lifeline program.
Interested parties may file comments on or before May 9, 2011, and reply comments on or
before May 24, 2011. All pleadings are to reference WC Docket No. 09-197. Comments may be filed
using the Commission's Electronic Comment Filing System (ECFS) or by filing paper copies.3
