CHAPTER I
Introduction
It is safe to say that not ten per cent of the
teachers in state organizations having codes are really
conscious of the existence of these codes and certainly
not that many are conscious of any guiding inf uenoe
from these codes in their ordinary aotivities.

sional code, still fewer know what it is, and the number
is still smal er which is taught it in teaoher-training
ins titutions,
It is a sad commentary that the provisions of the
code of ethics of the National flunation Association are
not yet known by a large percentage of the teachers of
the nation; in foot, the guess is here hazarded that
there are thousands of teachers today who have never
even heard of this oody or of the code of their state
education association
The first of the above opinions was expressed in 1926;
the second, in 1925; and the third, in 1937. They are quoted
here to emphasize the apparent need for this investigation
and for similar investigations in other states.

One purpose of this study is to find out to what extent
their state and national codes are known by a cross-section
