We verified VA's calculations using components VA said it used to
compute the estimates. We also relied on our prior work to compare data
and to check for internal consistency. We found the data reliable for our
purposes of describing each component of VA's health care budget
estimate and the methodology used.
To describe how VA's health care budget estimate is used in the
President's budget request to Congress, we reviewed the President's
budget request for fiscal year 2011, which includes the request for VA
appropriations for fiscal year 2011 and the advance appropriations request
for fiscal year 2012.' We also interviewed VA officials involved in VA's
budget preparation process to discuss internal guidance, the
communication of policy priorities, and the focus of their review. We also
interviewed staff from the Office of Management and Budget (OMB),
which is responsible for overseeing the development and implementation
of the federal budget.
We conducted this performance audit from July 2010 through January
2011 in accordance with generally accepted government auditing
standards. Those standards require that we plan and perform the audit to
obtain sufficient, appropriate evidence to provide a reasonable basis for
our findings and conclusions based on our audit objectives. We believe
that the evidence obtained provides a reasonable basis for our findings
and conclusions based on our audit objectives. Background
