territory including border trade areas, and
would develop and implement laws,
regulations and other measures in relation to
trade in goods in a uniform, impartial and
rational manner. Border trade policies had
been uniformly implemented and enforced in
the provinces and regions in border areas of
China as an important part of China's foreign

Regulations on the Drafting Procedure of
Administrative Regulation. In addition, China
would also notify those laws and regulations
to the WTO. Above all, China would fully fulfill
its commitments on transparency made upon
