'In our reports on the results of our audit of IRS's fiscal year 2000 financial statements, we noted a
reportable condition related to IRS's ability to allocate excise tax collections to the appropriate trust
funds at the time deposits are made. This condition affects the adequacy of the distributions of federal
excise tax revenue to recipient trust funds. (See U.S. General Accounting Office, Financial Audit:
IRS' Fiscal Year 2000 Financial Statements, GAO-01-394 [Washington, D.C., Mar. 1, 2001] and U.S.
General Accounting Office, Internal Revenue Service: Progress Made, but Further Actions Needed to
Improve Financial Management, GAO-02-35 [Washington, D.C., Oct. 19, 2001]). This condition
continued to exist during fiscal year 2001. Our report on the results of our audit of IRS's fiscal year
