Correspondence issued by the General Accounting Office with an abstract that begins "This correspondence provides information on GAO's efforts to obtain access to executive branch records needed to complete its study of United Nations (U.N.) peacekeeping operations. GAO's experience in trying to obtain these records has impaired its ability to conduct meaningful oversight work for Congress that is timely, independent, objective, fact-based, accurate, and complete.
