To the President of the United States:
The Commission on Review of the Overseas Military Facility Structure of the United States,
also known as, the Overseas Basing Conmmission, hereby transmits its Report to the President and the
Congress as required by P.L. 108-132, Sec 128, and as amended by P.L. 108-324, Sec. 127.
The Commission derived its conclusions and recommendations from approximately a year of
discussions, analyses, and reviews of various issues and consulted with numerous federal officials
and foreign policy experts. As a result, this Report raises concerns and highlights the need for both
the Legislative and Executive branches of government to proceed with caution in the implementation
of the current overseas basing plan. Our concerns centered around two major areas -- the U.S. global
presence and the impact on military members and their families returning to the United States. The
United States must secure its presence in the world for years to come and give priority consideration,
in funding and planning, to the needs of returning military forces. The Commission cites a growing
importance of meaningful interagency participation in developing a national strategy that protects the
United States both economically and militarily throughout the world.
It is our hope that this review, and the discussions it provokes will add to and strengthen a national
awareness of the strategic importance that the United States' global presence has on our national
security. The undersigned Commissioners are in full accord with the findings. conclusions, and
