General Scott finally tired of waiting for his transports to
arrive at Brazos Santiago and sailed from there to Tampico on
February 15. After a brief stay in Tampico the general left for
Lobos where he arrived on the 21st. He did not find the situa-
tion there any more to his liking than elsewhere. The volun-
teers who had arrived were in a very poor state of preparation
for war, and many of them were down with smallpox. By Febru-
ary 25, enough transport ships had finally arrived back at Brazos
Santiago for General Worth to begin embarking the bulk of his
division.
Meanwhile, the political situation, and correspondingly the
military situation, had changed once again in Mexico. Santa
Anna was back in power after having fallen out of favor in his
native land and spending some time in exile in Havana, Cuba.
Through intermediaries he had convinced President Polk that
if he were allowed to pass through the American naval block-
ade of Mexico he would again take control of his government
and very quickly work out a negotiated settlement to all the
outstanding issues that had brought on the war. Wanting an
end to the bloodshed, Polk took him at his word and allowed36
