the above duties would be shared by different individuals instead of being
performed by one individual as they presently are. This plan calls for nine
members of the Board of Governors We currently have six members on
the Board, serving for one, two or three years. They will continue to serve
as they are, with the term of the additional members elected at the
meeting in Burbank adjusted accordingly. From this year forward, as the
term of present Board members expires, three new Board members will be
elected each year for a three year term
PLAN B: This plan would establish a highly structured and formal
organization, with a Constitution and By Laws defining duties and
responsibilities of each of the officers, and a slate of officers elected each
year. The officers would be elected by the membership, either at the
annual meeting or by mail vote prior to the meeting.
In both Plan A and Plan B the active leadership of the organization
will be elected by the membership. The only difference is in the
administrative structure. My feelings are that for the present we are still
better off with the less rigid organizational structure of Plan A, which
allows the Board of Governors do the Governing and designate those who
will perform specific duties. Wishes of the membership at large can always
be made known to the Board and guide them in their deliberations. It will
also be easier to function without a highly structured overlay. Finally, at
any time in the future, the membership can always change the
organizational strucure if it so desires.
The decision of which course to follow is yours. Included below is an
Official Ballot for you to fill out. Should the majority vote for Plan A, we
will propose a list of names at the Conclave to fill the required number of
members of the Board of Governors. Should the vote favor Plan B, we will
have a slate of proposed names of officers for the membership to vote on
at the annual meeting.
Please let us have your ballots by July 15th. This will give us only
one month to line up a slate of names for either Members of the Board or
Officer ship positions (depending on how you vote!) to present for election
