4. Reduction of Security Checkpoints---Consolidation of security activities at Fort
Monmouth East Gate and rearrangement of Charles Wood area security checkpoint.
This reduces the total security checkpoints from 6 to 4. Savings---$.5M
5. Shrinking of Acreage. Of the total of approximately 1,100 acres at Fort Monmouth, a
total of 367 acres will be given up reducing acreage support costs. Savings---$.lM.
BENEFITS: The above savings are considered conservative estimates and have been validated
by the community COBRA data (attached) and show that the one time cost is approximately $2M
with an immediate payback, making this recommendation very cost effective. In addition to
avoiding the high cost and loss of personnel with the Army recommendation, this solution
provides additional operating cost savings plus enhanced joint opportunities.
* Allows the Army to eliminate an installation while preserving the capability of the
experienced C4ISR workforce.
* Enhances opportunity for Joint Experimentation and takes advantage of an
instrumented capability in place at the Joint Base.
* Shrinks the Fort Monmouth "footprint" considerable and returns land for other uses
at a reduced cost to DoD. Current shrinkage plans are 33% of existing acreage (see
attached charts) which could be increased after more detailed analysis.
* Eliminates the need for expenditure of considerable funds with a resultant extended
payback period.
* No disruption to critical C4ISR programs and enables continuity of wartime
activities, current force and future force modernization.
* Leverages the military value of the nearby Joint Base and couples installation value
with the highest C4ISR military value technical mission ranking.
* Recognizes an existing Land Warfare C4ISR Center of Excellence and eliminates the
need to begin a 10 year "rebuilding" effort.
