Supply and Storage Joint Cross Service Group (JCSG)
Meeting Minutes of April 12, 2004
Vice Admiral Gordon Holder, Director, Logistics (J4), the Joint Staff, chaired this
12th meeting of the JCSG Principals. The meeting was held in the J-4 Conference Room.
The list of attendees is attached. (Attachment 1)
VADM Holder reported that comments received from the Infrastructure Steering
Group (ISG) on the Supply and Storage JCSG Military Value report will require some
minor changes to be made, however the report was basically final at this point.
Capt England then provided an administrative update. The personnel numbers
assigned to the group are stabilizing; the Standard Operating Procedures/Internal Control
Plan has been completed and was signed by the Chairman, and the next regular Principals
meeting is scheduled for May 10, 2004 at 1500.
VADM Holder welcomed MGySgt Adams USMC as security manager and
document control manager for the JCSG, and advised everyone of the importance of his
duties as the group begins to accumulate documents and data for analysis. He also noted
that everyone should read and be familiar with the Standard Operating
Procedures/Internal Control Plan.
Capt. England briefed the group on the results of the April 2, 2004 ISG meeting.
He noted that the BRAC Deputy Assistant Secretaries (DAS's) had been directed to
resolve the details of how to resolve issues related to the Joint Cross Service Groups
military value approaches. Responses to the capacity data call are currently anticipated to
be released to the JCSG's on or about April 12, 2004. However, there are concerns over
missing data, and it is anticipated that there will be a requirement for additional data calls
and updating the data.
The ISG comments on the Supply and Storage Military Value report are
summarized on the attached briefing slides (Attachment 2). Key points relate to cross-
cutting issues, which were resolved by the ISG. These include: (1) Services will define
requirement to address 20 year force structure plan, and JCSG's will determine capability
in consultation with Services; (2) JCSGs, in consultation with the Services, will decide
recipients of the second data call; (3) Use of the Optimization model is mandatory for all
JCSGs: (4) All JCSG's must address surge, but not necessarily in Military Value, and (5)
the issue of how out year program data can be used is being worked by OSD.
The Air Force has requested that sources (i.e. selected data bases, documents,
etc.) be identified for obtaining the answers to the data call questions, and intends to
provide sources for Air Force answers to all Military Value Data call questions. The
other Services are not specifying specific sources for responses, and the position of the
