Meeting Minutes of March 8, 2004
Vice Admiral Gordon Holder. Director, Logistics (J4), the Joint Staff, chaired this
11thmeeting of the JCSG Principals. The meeting was held in the J-4 Conference Room.
The list of attendees is attached. (Attachment 1)
VADM Holder reported that the presentation to the ISG went very well. Capt
England then provided an administrative update and way ahead schedule of due dates; an
update on the military value report and service comments on the report, and an update on
the quality assurance work of the working group. (Attachment 2) Rosslyn office space is
being utilized and will allow synergy within the group. Capacity data call answers are
scheduled to be provided to the JCSG on April 5, 2004.
VADM Lippert mentioned that DLA had experienced some problems with host
tenant reporting of capacity data, and that they will provide some lessons learned to
facilitate changes in conducting the military value data call
LCDR Tim Stark and Dave Kelly from CNA provided an update on how the
capacity analysis will be conducted upon receipt of the capacity data from the field in
Apl. The capacity analysis mapping team will begin populating the "mapping tree"
with approximately 2300 data points based on responses to the capacity data call. and
mill associate these data points with activities and functions (Attachment 3). The
Chairman directed that the methodology being developed for conducting capacity
analysis be shared and discussed with the other JCSG's.
The Chairman indicated that development of meaningful scenarios depends on
knowving the services policy imperatives as soon as possible.
The final military value report from thle JCSG is scheduled to OSD on 22 March,
and the every effort is being made to provide it on schedule. Clarification of the use of
both "C" and "'1"' factors in the process is needed, as well as refined definition of who
should respond. (Attachment 4)
The Chairman and several of the Pnrincipals expressed concern that, during the
ISG military value briefing the ISG asked about outsourcing everything as a possible
recommendations While tLhe answer was that the issue would be addressed in scenario
development. policy issues regarding how to address privatization need to be addressed.
A special meeting of the Principals for final approval of the report is scheduled
for 18 March, 2)004, and the next regularly scheduled meeting of the Principals is
April 12, 2004. s
