Although Cape Cod AFS--an Air Force Space Command (AFSPC) geographically separated unit (GSL) located on the Massachusetts Military Reservation (MMR)--derives base operating support from Otis, HQ AFSPC indicates this support agreement could be reworked to obtain support elsewhere, such as from Hanscom AFB. MA. The 102d Fighter Wing at Otis provides specialized support such as Precision Measurement Equipment Laboratory (PMEL) and Explosive Ordnance Disposal (EOD) to both Cape Cod AFS and New Boston AFS. NH (another AFSPC GSU) that Hanscom AFB cannot. but this type of as-required support could also be provided from other locations. These changes in support have no operational impact on the PAVE PAWS mission at Cape Cod AFS. Post-BRAC BOS changes do not affect the COBRA analysis, nor the justification for this recommendation. In addition, Cape Cod AFS has a support agreement with the Coast Guard to provide Coast Guard-owned family housing at the MMR. but this should remain unaffected by the DoD recommendation.
