such as engineering, physics, chemistry, and biology. Except for computer
science college degrees granted in these fields have declined by 50 percent
in the last decade. Studies by the American Electronics Association
indicate that there will be a national shortage of at least 113,000 electri-
cal and computer engineers by the end of the current year, 1987. The
Mayor's Task Force on High Technology (1984) reports that the projected
Dallas-Ft. Worth Metroplex demand for new electrical engineers far exceeds
the total output of all Texas engineering schools. The dearth of students
pursuing degrees in high-tech fields is not surprising, however. Studies on
the mathematical competence of the top ten percent of 18-year-olds in ten
different countries found American students to rank last in calculus,
algebra and other areas of mathematics. Moreover, Texas ranks 45th in SAT
scores.
Texas public schools will find it increasingly difficult to provide
their brightest students with well-prepared mathematics and science teach-
ers. The findings of a Rand Corporation study (1984) concerning the
dwindling supply of mathematics and science teachers make it clear that new
educational alternatives must be considered if the nation's workforce needs
are to be met. According to this report, the nation's colleges and univer-
sities granted fewer than 1,400 bachelor's degrees in the fields of mathema-
tics and science education in 1981. This number represents less than one
new mathematics or science teacher for every ten school districts in the
United States. In the following year, 1982-83, about 18,000 mathematics and
science teachers left their teaching positions. According to one set of
estimates, of a total teaching force of about 200,000 mathematics and
