military residential complex. Fort DeRussy was initially designated the Kalia Military
Reservation and was established to build a coast defense fortification designed to defend
Honolulu Harbor and Pearl Harbor against enemy attacking by the sea. The Reservation was
renamed Fort DeRussy in memory of Brevet Brigadier General Rene Edward DeRussy. By
1914, Fort DeRussy had two fully operational coastal defense gun batteries. Fort DeRussy
first served as a recreation area for Armed Forces during World War II and as a Rest &
Recuperation Center from 1966 to 1974.
MISSIONS
Fort Shafter is the focal point for command, control, and support of all Army forces in the
Asia-Pacific region (less the Korean Peninsula). Fort Shafter is home to HQ U. S. Army
Pacific (USARPAC), the Army Service Component to USPACOM, HQ Installation
Management Agency, Pacific Region (IMA, PARO), U.S. Army Corps of Engineers, 9th
Regional Readiness Command (9th RRC), 196th Infantry Brigade, 516th Signal Brigade and
numerous other organizations.
AMR provides 2070 family housing quarters and a wide range of community and
recreational facilities for Army, Navy, and Marine Corps junior enlisted through 05 Officers.
Fort DeRussy's primary missions include the Asia Pacific Center for Security Studies
(APCSS), a Department of Defense regional study, conference, and research center
supporting the USPACOM and complementing USPACOM's theater security cooperation
strategy of maintaining positive security relationships with all nations in the region. Fort
DeRussy is also home to the Hale Koa Hotel, a 2-tower hotel servicing active duty, retired,
and eligible DOD civilians of all Services.
MAJOR UNITS/TENANTS
FS: HQ USARPAC; HQ IMA, PARO; 9th RRC, 196th Infantry Brigade, 516th Signal Brigade, U.
S. Army Corps of Engineers - Pacific Ocean Division & Honolulu District Organizations. Fort
Shafter is being considered as possible site for selected Army units being relocated from South
Korea, as part of the announced U.S. force reductions in Korea. HQ USARPAC will, at a time
to be designated, convert to the modular Unit of Employment, Type Y (UEy) design.
