Dear Chairman Principi:
This is in response to the August 10, 2005 inquiry (JCS #62) from Mr. Frank Cirillo of
your staff regarding Marine Corps Logistics Base (MCLB) Barstow, CA. Below are his
questions along with our responses.
MCLB Barstow identified 282 military positions before BRAC; after BRA C, there were
145 military positions, which amounts to a 51% reduction in military personnel. Only 4
out of 137 military positions were identified to transfer to a depot maintenance facility.
What would happen to the remainder of the military personnel? Would the 51%
reduction in military positions have any impact on the Marines "9-1-1 " Emergency
Of the 133 military eliminations in the proposed MCLB Barstow realignment, 39 are
actually medical and dental personnel (USN). The remaining eliminations are
primarily USMC security personnel (MPs) some of whom will be replaced by
contracted security in order to achieve desired efficiencies in view of the base's
reduced mission. All military billet eliminations and transfers would be effected as
efficiently as possible in order to minimize the impact on the service member and
their families. It is important to remember that it is the billet that is eliminated, not
the individual filling the billet. The proposed realignment of MCLB Barstow is
expected to have no net effect on overall Marine Corps manning, and there will be no
impact on the Marine Corps' capability for rapid worldwide response.
