National Geospatial-Intelligence Agency (NGA) Dalecarlia and Sumner sites, Bethesda, MD;
Reston 1, 2 and 3, leased installations in Reston, VA; Newington buildings 8510, 8520, and
8530, Newington, VA; and Building 213 a leased installation at the South East Federal Center,
Washington, DC. A new facility at Fort Belvoir, VA. The National Reconnaissance Office
facility, Westfields, VA, NGA National Geospatial-Intelligence College, Fort Belvoir.
KEY ISSUES IDENTIFIED
Command had been planning consolidation for some time. They are faced with management and
force protection challenge in consolidation.
The consolidation of the West branch (St. Louis and Arnold) is too expensive at present to bring
east.
Move to Fort Belvoir allows us to build modern IT capable building to maximize IT capabilities
and proper infrastructure including proper lighting.
Move to Fort Meade as suggested by Senator Mikulski was not considered of sound military
value as it put the "eyes and ears" collocated.
INSTALLATION CONCERNS RAISED
Increase force protection and mission assurance, e.g. the rail line behind the Arnold facility.
Reduce facility operation and maintenance costs
Enable integrated operations and improve interface with end users
Conclude integration of disparate legacy elements to enhance mission effectiveness
Provide an environment that attracts and retains high caliber people.
COMMUNITY CONCERNS RAISED:
Noted NGA was good neighbor. Concerned as to what happens to property and who would be
new tenant..
Chairman noted that it is important that DoD and Community work together, e.g. Cameron
Station in Alexandria was excellent example.
