SUBJECT: Minutes of Air Force Base Closure Executive Group (AF/BCEG) Mtg, 14 Dec 2004
Maj Gen Heckman called the meeting to order at 0830, the Pentagon, Room 5C279.
Attendance is at Atch 1. The meeting was categorized as both non-deliberative and deliberative.
Maj Gen Heckman previewed the agenda and reviewed the BCEG schedules (Slides 3-5).
Mr Michael Aimone briefed a historic perspective of AF Basing for information (Slides 7-
16). He noted that prior BRAC efforts resulted in bases sized for their present force structure. In
contrast, the 2005 BRAC is transformational and reshapes the future force. Military value
remains the central selection criteria.
s presented the Scenario Presentation Format for information, and critique by
the BCEG. The BCEG approved the format with split screens for "Quad" charts and "Spider"
charts (Slides 18-21). A cascade that starts with a "Trigger" represents the proposed scenario.
,resented the Space Spider Chart for information (Slides 23-24). Additionally, -
1 briefed the CAF Spider Charts for information (25-37). 1 briefed MAF
Spider Charts (Slides 38-46) for information.
J provided a JCSG Scenario Update for information (Slides 48-51). He also
briefed JCSG Scenarios with potential Base Conflicts (Slides 52-53), Doctrine/Policy Conflicts
(Slides 54-56), and Potential Facility Conflicts (Slides 57-79). _ briefed JCSG
Scenario Data Call Status for information (Slides 80-82). Ms Ferguson offered a Future Logistics
Support Center Scenario, on behalf of the Supply and Storage JCSG, for deliberation (Slide 84).
The BCEG requested the proposed scenario be further developed to identify specific locations and
to comport with the standard presentation format.
Following closing remarks by the co-chairs the meeting concluded at 1326. The next
BCEG meeting is scheduled for 20 Dec 04 at 1330 in Pentagon Room 5C279.
