Re: Air Force Research Laboratory (AFRL) - Rome Research Site (RRS)
Dear Chairman Principi:
The Metropolitan Development Association (MDA) of Syracuse and Central New York represents the region's
business leadership and is the primary private sector economic development organization for key projects
throughout central upstate New York.
The AFRL Rome site is a great economic asset to our region and provides high military value at relatively low cost
to the country. The Technical Joint Cross Servicing Group's (TJCSG) quantitative ranking of Rome Research Site's
military value in the field of information technology (IF) was the highest for any facility in the nation. The millions
in capital cost and annual operating cost savings achieved through the Rome Partnership Model have made RRS one
of the most cost-effective installations in America.
As such, the MDA is greatly concerned by the DoD's recommendation to relocate the Rome Sensors (SN) function
to Wright Patterson AFB and with the recommendation to realign WPAFB Information Technology research
functions to Hanscom AFB. The rationale for these two recommendations is inconsistent.
The MDA believes that BRAC 2005 objectives are more effectively met by one of the following alternative
* Maintain the status quo and keep Rome SN at Rome and WPAFB IF at Wright Patterson AFB or;
* Redirect the recommended WPAFB IF move to Hanscom AFB for co-location with the Rome IF
headquarters since this move adheres to the basic organization and focus area framework established by the
The MDA requests that the Commission base its considerations and decisions on these options rather than the DoD
