Subj: REPORT OF IEG DELIBERATIONS OF 8 APRIL 2004
3. The IAT provided a revised proposed list of activities as
the Aviation Universe. MCAS 29 Palms was deleted and NAES
Lakehurst was added to the list considered by the IEG at the 1
April 2004 deliberative session. The IEG approved the Naval
Aviation Operations Function Universe. See enclosure (2).
4. The IEG approved the scoring statements and roll-up
questions for the Naval Aviation Operations Infrastructure
attribute and its components at the 1 April 2004 deliberative
session. Except as noted below, the IEG approved the proposed
scoring statements and roll-up questions including apportionment
where necessary, for the remaining attributes (Operational
Training, Airfield Characteristics, Environment and
Encroachment, and Personnel Support/QOL) and their respective
components for the Naval Aviation Operations Function. See
enclosure (3).
a. Operational Training. The IEG deleted the IAT proposed
scoring statement 16 (AIR-14), indicating that Instrument Flight
Rules capability was not a necessary discriminator for the
Outlying and Auxiliary Fields Component. The IEG approved
scoring statement 33 (AIR-31) for the Simulator Facilities
Component, but directed the IAT to present the reconstructed
roll-up question to the IEG at the next deliberative session.
b. Airfield Characteristics. The IEG deleted the IAT
proposed scoring statement 36 (AIR-34), indicating that distance
to the coastline was not a significant discriminator for the
Operational Location Component.
c. Environment and Encroachment. The IEG directed the IAT
to review scoring statements and roll-up questions that have
safety implications to consider whether changes are necessary to
fully evaluate safety issues. The IAT will provide a list of
scoring statements and their respective weights that have a
safety component or basis so that the IEG can review how they
are scored in a safety context.
d. Personnel Support/QOL. As directed at the 25 March
2004 deliberative session, the IAT presented reconstructed roll-
up questions for scoring statements 66 - 68 (PS-4 - PS-6) in the
Education and Employment Components of this attribute. The IEG-
approved reconstructed roll-up questions will apply for Naval
Surface/Subsurface, Ground, and Aviation Operations Functions.
