The Guard and Reserve Associations that represent over one million Guard and
Reserve members in the United States Armed Forces, would like to meet with you to discuss
the impact of the BRAC announcement on our country and the men and women serving our
country.
The closures and realignments included in the list give us concern on what factors were
used to make the decision and what role the Reserve Components would continue to serve in
our national security. Neither the Quadrennial Defense Review or the Guard and Reserve
Commission directed by Congress have been completed. Detailing installation requirements
before defining national security as affected by the war on terrorism suggests a disconnect.
The Department of Defense insists BRAG is not a force structure issue but retiring
equipment, changing missions, decommissioning units and moving units from one state to
another does change force configuration. At a recent meeting Chairman Hunter of the House
Armed Services Committee was asked if the legislative impact to personnel provisions had been
submitted as part of BRAG. Hunter said that nothing had reached his committee, even though
the committee was finalizing their report for next year's issues, he said that nothing had reached
his committee. These types of considerations should have been included as part of BRAG.
The military associations of the Guard and Reserve would like to meet with the BRAG
Commission to provide further information on these issues and several others. We can be
