NECA FILES SUPPLEMENT TO PROPOSED
REVISIONS TO THE AVERAGE SCHEDULES
On October 1, 1986, the National Exchange Carrier
Association ("NECA") filed proposed revision to the line
haul, special access, traffic sensitive, and common line
portions of the average schedules. In that filing, NECA
proposed that those revisions become effective on January
On November 24, 1986, NECA filed supplements to the
October 1, 1986 filing. In the transmittal letter describing
those supplements, NECA stated:
The attached supplements to "1987 Modifications of
Average Schedules" (filed with the Commission on
October 1, 1986) are submitted to further clarify the
proposed new line haul and special access formulas.
A method of calculating the average schedule rates
of return more consistent with methodology utilized
by cost companies is proposed. Further, greater
detail is provided as to the derivation of the special
access revenue requirement percentage and the development
of growth rates used in calculating revenue
requirements in Appendix E of "1987
Modifications of Average Schedules."
