By the Chief, Common Carrier Bureau:
1. Before the Bureau is a motion filed by GTE
Spacenet Corporation (GTE Spacenet) seeking an extension
of time to January 19, 1987, in which to file comments
in the above-captioned proceeding. Applicants
Communications Satellite Corporation and Contel Corporation
have indicated that they will oppose the motion.
2. In support of its request, GTE Spacenet argues that
the "application poses significant and novel questions
affecting many participants in the provision of communications
services as well as the users of both domestic
and international service." It maintains that the extension
would allow the matter to receive the detailed scrutiny it
deserves and would avoid having reply comments due
during the December holidays. No other justification is
set forth in the request.
3. It is the policy of the Commission, set forth in
Section 1.46 of the Rules, 47 C.F.R. 1.46, that extensions
of time shall not be routinely granted. The reasons
advanced in GTE Spacenet's request do not warrant departure
from this policy. The issues raised in the application
are important and require expeditious examination
and resolution. We believe that the thirty-day period
established in the Public Notice, DA 86-212 (released
Nov. 18, 1986), is adequate for interested parties to file
4. Accordingly, IT IS ORDERED, pursuant to authority
delegated in Section 0.291 of the Rules, 47 C.F.R.
0.291, that the request for extension of time filed by GTE
Spacenet IS DENIED.
