By the Chief, Common Carrier Bureau:
1. On December 27, 1985 the Common Carrier Bureau
granted a waiver for a period of one year to the United
Telephone System. Inc. (UTS) to permit it to use a
single-number surrogate of 3080 minutes for interstate
Feature Group A (FGA) lines which cannot be measured.'
That waiver was necessitated by a Bureau requirement
that the National Exchange Carrier Association
(NECA) and the Bell Operating Companies (BOCs) establish
a single-number surrogate using data drawn exclusively
from traffic patterns in end offices lacking
2. On December 15, 1986 UTS filed a petition for
extension of the December 27 waiver. UTS indicates that
it is still unable to measure traffic on less that 3 percent
of its FGA lines. UTS has requested that we extend the
waiver for an additional five months, to July 1, 1987, to
permit the UTS companies time to develop a study which
will produce a surrogate more indicative of the usage on
its unmeasured interstate FGA lines or to make a determination
with respect to purchase of measuring equipment
for these lines.
3. UTS has shown continued progress toward the goal
of a total usage-based structure. In light of that continued
progress and the limited number of customers affected,
we will grant UTS a five-month extension to July 1, 1987
of the temporary waiver of the requirements of para. 19
of the FX Order.
4. Accordingly, IT IS ORDERED that the Petition for
Extension of Waiver filed by United Telephone System,
Inc. with respect to the waiver granted in MTS and WATS
Market Structure, CC Docket No. 78-72, Phase I, Mimeo
1640, released December 27, 1985, IS GRANTED.
