c. The secretary shall keep a record of and distribute
to members the minutes of the meetings of the
Association; shall receive applications for membership
and keep a list of current members; shall notify
members of meetings; and shall perform such other
duties as may be assigned by the president.
d. The treasurer shall be responsible for the collection
and disbursement of funds on behalf of the
Association, shall keep accurate accounts of all
funds received or paid, and shall make quarterly
reports to the Executive Committee. The treasurer
is authorized to establish a bank account in the
name of the Association.
1. The Association shall hold an annual meeting during
the month February and such special meetings as may be
called by the president, the Executive Committee or a
majority of either class of membership.
2. Meeting agendas shall be mailed to members by the
secretary at least two weeks prior to the date of the
meeting. The agenda of the annual meeting shall include
reports from the president, Technical Advisory Committee,
Audit Committee and treasurer as well as the election
1. The standing committees of the Association shall
consist of an Executive Committee, Technical Advisory
Committee, Audit Committee and Nominating Committee.
2. The Executive Committee shall consist of the officers
of the Association and a representative elected by the
general members. Such representative shall be elected at
the annual meeting upon the affirmative vote of a majority
of the general members voting and shall serve at the
pleasure of the general members. The committee shall be
responsible for the general supervision of the Association,
shall determine the class of membership entitled to vote
on each matter presented to the members and shall fill
any vacancy occuring in any office of the Association.
The committee may take action upon the affirmative vote
of three committee members.
3. A Technical Advisory Committee, to be appointed by
the president, whose responsibility it shall be to furnish
technical advice to Association on all matters of concern
to the Association.
4. An Audit Committee, appointed by the president.
The committee shall be responsible for the periodic review
of the methodology employed to distribute the common
EPSCS costs of shared usage members; shall seek
improvement in the methodology to promote equitable
cost distribution among shared usage members and shall
have authority to examine bills which third parties may
submit to AT
