REPORT AND ORDER
South Dakota, and Channel 263C2 can be allocated to
Salem with a site restriction of 25.6 kilometers (15.9
miles) west to avoid a short-spacing to Station KLOL,
Channel 266, Luverne, Minnesota.
4. Accordingly, based on the above discussion, we believe
the public interest would be served by allocating
Channel 270C2 to Sioux Falls, as the community's sixth
local FM service, and Channel 263C2 to Salem, as its first
local FM service. Accordingly, pursuant to the authority
contained in Sections 4(i) 5(c)(1), 303(g) and (r) and
307(b) of the Communications Act of 1934, as amended,
RM-5259 and Sections 0.61. 0.204(b) and 0.283 of the Commission's
RM-5548 Rules, IT IS ORDERED. That effective February 9, 1987,
the FM Table of Allotments, Section 73.202(b) of the
Commission's Rules, IS AMENDED, with respect to the
communities listed below, to read as follows:

By the Acting Chief, Policy and Rules Division:
1. The Commission has before it the Notice of Proposed
Rule Making, 51 FR 24172, July 2, 1986, proposing the
allocation of Channel 270C2 to Sioux Falls, South Dakota,
as the community's sixth local FM service, at the
request of Kirkwood Broadcasting, Inc. ("petitioner").
Comments supporting the allocation were filed by the
petitioner and by Barbara Elkjer, each stating an intention
to apply for the channel, if allocated. McCook County
Broadcasting Company ("McCook") filed a
counterproposal requesting the allocation of Channel
270C2 to Salem, South Dakota. 2 McCook stated an
intention to apply for the channel, if allocated.
2. McCook states that Salem is an incorporated city
with a 1980 U.S. Census population of 1,486 persons and
the seat of McCook County. It states that Channel 270C2
would represent a first local aural service to both Salem
and its county. It describes Salem as a substantial community
and the trading and governmental center for McCook
County. It goes on to provide information as to the
community's businesses and local government services. It
concludes that despite its smaller population, Salem has a
presumptive greater need for its first broadcast station
than Sioux Falls has for its sixth FM and and twelfth local
3. Petitioner filed reply comments arguing against the
allotment of the Class C2 channel to Salem, suggesting
instead that it be allocated Channel 250 as a Class A. We
believe, however, that both communities could benefit
from the allotment of the requested Class C2 facilities
since no interest in a Class A allotment has been expressed
and the proposal could provide a first service to
Salem and its county, as well as additional service to
Sioux Falls. Therefore, in an effort to accommodate both
interests, the staff has performed an engineering study to
determine if Class C2 channels are available for allocation
to both communities. Our study found that Channel
270C2 can be allocated to Sioux Falls, as proposed, with a
site restriction of 25.9 kilometers (16.1 miles) northwest
to avoid a short-spacing to Channel 273A at Canton,
223, 228A, 243, 247,
261A, 270C2, 284
5. The window period for filing applications for both
channels will open on February 10. 1987, and close on
March 11, 1987.
