REPORT AND ORDER

By the Chief, Allocations Branch:
1. The Commission has before it the Notice of Proposed
Rule Making, 51 Fed. Reg. 27875, published July 9, 1986,
proposing the allocation of Channel 253C1 to Winner,
South Dakota, as the community's second local FM service,
at the request of Tripp County Christian Radio, Inc.
("petitioner"). Petitioner filed comments supporting the
allotment. No other comments were received. Channel
253C1 can be allocated to Winner in compliance with the
Commission's minimum distance separation requirements
without the imposition of a site restriction.
2. We believe the public interest would be served by
allocating Channel 253C1 to Winner since it could provide
the community with its second local FM service.
Accordingly, pursuant to the authority contained in Sections
4(i), 5(c)(1), 303(g) and (r) and 307(b) of the Communications
Act of 1934, as amended, and Sections 0.61,
0.204(b) and 0.283 of the Commission's Rules, IT IS
ORDERED, That effective February 9, 1987, the FM
Table of Allotments, Section 73.202(b) of the Commission's
Rules, IS AMENDED with respect to the community
listed below, to read as follows:

on February 10, 1987, and close on March 11, 1987.
