1. The Commission has before it for consideration the
Notice of Proposed Rule Making, 51 Fed. Reg. 11066,
published April 1, 1986, proposing the substitution of
Channel 238C2 for Channel 237A at Clinton, Oklahoma,
and the modification of Station KCLI's license to specify
the higher powered channel, at the request of Media Max
Broadcasting, Inc. ("petitioner". Petitioner filed comments
supporting the proposal. No other comments were
2. We believe the public interest would be served by
allocating Channel 238C2 to Clinton, as proposed, since it
could provide expanded radio service to Clinton and its
environs. Further we shall modify the license of Station
KCLI to specify operation on the higher powered channel
pursuant to Section 1.420(g) of the Commission's Rules.

3. Accordingly, pursuant to the authority found in
Sections 4(i), 5(c)(1), 303(g) and (r) and 307(b) of the
Communications Act of 1934, as amended, and Sections
0.61, 0.204(b) and 0.283 of the Commission's Rules, IT IS
ORDERED, That effective February 6, 1987, the FM
Table of Allotments, Section 73.202(b) of the Commission's
Rules, IS AMENDED for the community listed
below to read as follows:
(a) The licensee shall submit to the Commission a
minor change application for a construction permit
(FCC Form 301) specifying the new facilities.
(b) Upon grant of the construction permit, program
tests may be conducted in accordance with Section
