Report describing a study to develop an acceptable method for calculating the magnitude, direction, and distribution of the maneuvering horizontal tail load. The simplified method identified is outlined and evidence is provided to demonstrate the method's accuracy. Variation of the maneuvering tail load is discussed for changes in altitude, speed, pitching inertia, and longitudinal stability. Appendices present solutions of the equations of motion in which all the stability derivatives are included.
