Dear Secretary Harvey:
I represent Ward 4 on the Council of the District of Columbia in Washington, D.C., the
area of the city that is home to the Walter Reed Army Medical Center (WRAMNC). As you
know, the Base Realignment and Closure (BRAC) Commission has recommend "realigning"
WRAMC, such that its current campus in my Ward in the District of Columbia would be closed.
As you can well understand, the residents I represent in the neighborhoods surrounding the
WRAMC's District campus are very concerned about the implications and possible effects of the
proposed closing of WRAMC.
I write today to request that. if the District of Columbia campus of the WRAMC is indeed
closed, the property be returned to District control. President Bush has recently called for excess
federal property within the District to be handed back to the city, and to that end federal and
District officials are now working to identify appropriate federal properties that comport with the
President's mandate. I believe that a closed WRAMC District campus would fit within the
President's directive and should, therefore, be transferred to District jurisdiction as soon as
I look forward to working with the Army, the BRAC Commission, District of Columbia
Mayor Anthony Williams, and our congressional representative, Eleanor Holmes Norton, to
ensure a maximum level of community participation and input into the closure decision-making
and then possibly closuri-c-implementation processes. And, if there is to be a closure, I further
look forward to working with the Army to effectuate a smooth and speedy transfer of the
WRAMC District property to the District of Columbia.
