This report was prepared under the overall direction
of Philip M. Dearborn, a consultant to the Commission.
Susannah E. Calkins and Michael W. Lawson of the
Commission staff aided in all parts of the research and
had primary responsibility for writing Chapters 3 and 2
respectively. W. Bartley Hildreth contributed information
assistance for the description of the Ohio experience
in Chapter 4. Members of the Commission staff
contributed helpful suggestions and assistance.
Ruthamae Phillips and Arlene Preston were especially
helpful. They typed numerous drafts, arranged meetings,
and coordinated the paperwork with great
