This report was prepared under the overall direction
of Philip M. Dearborn, a consultant to the Commission.
Susannah E. Calkins and Michael W. Lawson of the
Commission staff aided in all parts of the research and
had primary responsibility for writing Chapters 3 and 2
respectively. W. Bartley Hildreth contributed information
assistance for the description of the Ohio experience
in Chapter 4. Members of the Commission staff
contributed helpful suggestions and assistance.
Ruthamae Phillips and Arlene Preston were especially
helpful. They typed numerous drafts, arranged meetings,
and coordinated the paperwork with great
efficiency and patience.
The preparation of this report was made possible by a
grant from the Department of Housing and Urban Development.
The encouragement of John Ross to undertake
this project and his support throughout the work are
very much appreciated. The Ford Foundation, which
generously financed the 1973 report, also provided financial
assistance for this report. Ford's Louis Winnick
has had a continuing interest in this subject and his
encouragement and support are gratefully acknowledged.
In the course of performing the research a great many
individuals and organizations provided information, assistance,
and suggestions. The Commission thanks all
who helped and especially the following people: Freda
Ackerman, Wayne Anderson, Georgette Asherman, Robert
Aten, Thomas Atwell, Hilda Beck, Michael Bell,
Joyce Benjamin, Comer Coppie, David Bradley, Richard
Croker, Robert Ebel, M. S. Farrell-Donaldson, Sylvan

Roaches, George Roberts, Michael Roser, Lillian Rymarowicz,
Arthur Schloss, Thomas Sharp, Edward

Full responsibility for the content and accuracy of the
report rests, of course, with the Commission and its staff.
