ACIR: THE YEAR IN REVIEW
As the Nation enters the 1980s and the Advisory Commission on
Intergovernmental Relations begins its third decade, the intergovernmental
scene is both confused and challenging. Governments at all
levels are trying to curtail spending and reduce or maintain taxes
in response to citizen demands for less government and fewer taxes.
Functional assignments are more tangled than ever with the federal
government and state governments assuming major responsibilities
that were once solely local in nature. And the fiscal and sociological
problems of our Nation's major cities are still plaguing policymakers
and citizens alike as we enter the new decade.
During 1979, as throughout its 20 years of existence, ACIR sought
to fulfill its mandate and offer ways to correct major malfunctions
in our federal system by building stronger states, revitalizing
local government, and ensuring that federal actions complement,
rather than conflict with, subnational plans, policies, and programs.
A number of ACIR recommendations were directly on point in 1979
as efforts were underway to slow government spending while at the
same time making delivery of services more efficient and cost effective.
There were increased efforts to examine the fairness of the tax system
at all levels and to make adjustments so that the burden would not
