From Introduction: "This paper is in the nature of a progress report on the Bureau of Mines' program for arc research, combined with a correlation of information from many other sources. An attempt is made to define the arc, to report on the data accumulated, to review published work, and to advance interpretations. It is hoped thereby to supply new information, to clarify the state of arc knowledge, and to stimulate research in other laboratories."
