The unit that is ordered to control the pollution within a time limit must accomplish the task on schedule. A
decision on such control shall be made by the people's government at or above the county level within the limits
of its power granted by the State Council.

made by the competent administrative department for environmental protection that is authorized by a people's
government at or above the county level within the limits of its power granted by the State Council.

with relevant departments of the State Council, publish catalogs of equipment that, because of the serious

in the catalogs mentioned in the preceding paragraph, within the time limit set by the competent department for
