On May 11, 2012, Consolidated Communications, Inc. (Consolidated) filed a petition seeking a
limited waiver of the Commission's call signaling rules2 adopted in the USF/ICC Transformation Order.
Consolidated states in its Petition that it requires the requested relief because "the Commission's rules
impose burdens with respect to call signaling that Consolidated cannot reasonably meet, particularly in
the instances where Consolidated uses Multi-Frequency Signaling or Dual Tone Multi-Frequency
Signaling Technology in its network."4 Consolidated also requests relief in instances where its "enterprise
customers . ..have multiple telephone numbers routed through a single PBX and . ..populate the CPN
field with a number that is not their CPN."5 Consolidated explains in its Petition that, "requiring
complete compliance with the Commission's call signaling rules in such instances would be unreasonably
