Abstract: It is a well-accepted fact that emerging trends in technology (such as the rapid growth of mobile devices and cloud computing solutions) are changing the landscape, and increasingly, governments are able to provide easy and equal access to public services and facilitate better citizen participation in public affairs. Although governments make big-data strategy part of the efforts to enhance their ability to serve their citizens; there are concerns with big-data applications ranging from data security to interoperability and preservation.
