The stresscoat testing during Phase I proved somewhat unsuccessful.
Initially no cracking was visible since the threshold strain of the stresscoat
lacquer was higher than the strains experienced under load. Attempts were then
made to lower the initial threshold value by applying cold water and CO2 gas.
